Could someone please explain the criteria for this list?

I remember this list being created in the 90's, gymnasts has to achieve a certain score in a World Championships or something like that (it wasn't a high score, hence why there are so many gymnasts).

I think you have to either make AA finals in a world champioship(top 25) or if you were an olympian to be certified as a world class gymnast for rhythmic discipline, although I have never seen official document describing the exact standard.

Score at least 9.000 for each routine at the World Championships, that is.
